Thinly slice dark green portion of onion tops; set aside. Cut remaining onion portions into 2-inch (5 cm) lengths; toss together with peas, peppers, hoisin, vinegar, gingerroot and garlic on large foil-lined rimmed baking sheet. Set aside.
